When I first got my license in Missouri, by comparing it with thatof my friends I was able to figure out that the first letter of thelicense number was the first letter of my last name (this waspretty obvious), and it also seemed to be true that the next twodigits were the numerical value of the second letter of my lastname (in my case this was U, so the digits were 21).
